Deputy Minister Nguyen Ngoc Lam attended the Congress of the Party Committee of Dong Thap Provincial Police for the 2025–2030 term

On August 24–25, 2025, the Party Committee of Dong Thap Provincial Police solemnly held its First Congress of Delegates for the 2025–2030 term. Attending and directing the Congress were Senior Lieutenant General Nguyen Ngoc Lam, Member of the Standing Committee of the Central Public Security Party Committee and Deputy Minister of Public Security, together with Comrade Le Quoc Phong, Member of the Party Central Committee and Secretary of the Dong Thap Provincial Party Committee.

Also in attendance were leaders representing central agencies; the Provincial People’s Committee; advisory bodies of the Provincial Party Committee and the Provincial People’s Committee; leaders of professional departments under the Ministry of Public Security; former Directors of the Provincial Police; and 200 delegates representing 28 affiliated grassroots Party organizations.

During the 2020–2025 term, the Party Committee of Dong Thap Provincial Police strictly implemented the Resolutions of the Central Party, issued numerous breakthrough resolutions and thematic programs, and focused on building a clean, strong, regular, elite, and modern police force in line with the spirit of Politburo Resolution No. 12-NQ/TW.

Party building and force development witnessed many innovations: internal solidarity was strengthened; the role of Party committees and leaders was promoted; democracy within the Party was enhanced; and the effective implementation of the models “Four-Good Party Cell” and “Four-Good Party Committee” was achieved.

Major General Lam Phuoc Nguyen, Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Police, delivered the opening speech at the Congress.

Playing a core role, the Party Committee of Dong Thap Provincial Police proactively advised and implemented numerous guidelines and solutions, focusing on comprehensive leadership and direction across all aspects of police work. It actively grasped the situation and promptly provided effective recommendations to handle complex issues, ensuring that no “hot spots” emerged.

Hundreds of plans and measures were carried out to absolutely safeguard the security and safety of key targets, critical projects, and major political, economic, cultural, social, and diplomatic events, as well as the activities of Party and State leaders. Through these efforts, nearly 2,500 cases of spreading malicious and hostile content against the Party and State in cyberspace—exploiting the online environment to infringe upon national security—were promptly detected, addressed, and prevented.

The fight against crime achieved and even surpassed many targets set by the National Assembly. The annual crime investigation and clearance rate reached nearly 85.9%, while the rate for serious and especially serious cases was nearly 92.8%. The rate of resolving crime reports, denunciations, and prosecution recommendations reached 95.8% per year; 100% of crime-related reports and denunciations were received and handled in accordance with regulations.

Particularly noteworthy was the proactive identification and combat against new criminal tactics, including crimes “disguised” as enterprises, economic crimes, drug-related offenses, corruption, and other negative acts, with the spirit of “no restricted zones, no exceptions.” These efforts contributed significantly to curbing social order-related crimes each year.

The movement of all people to safeguard national security has seen many innovations, with a wide range of effective self-management and self-protection models. Efforts to ensure traffic order and safety; fire prevention, firefighting, and rescue operations; detention management, sentence enforcement, and community reintegration support have been effectively implemented, contributing to maintaining security and order in the locality.

At the Congress, delegates focused on discussing, analyzing, and evaluating the situation and the results of implementing the Resolution of the previous term, identifying limitations and shortcomings along with their causes, and setting out objectives, tasks, and solutions for the new term. The discussions concentrated on key and strategic issues, continuing to build a clean and strong Party Committee, while promoting exemplary conduct and the sense of responsibility of each member of the Executive Committee, especially the Secretary and Deputy Secretary of the Party Committee.

Comrade Le Quoc Phong, Member of the Party Central Committee and Secretary of the Dong Thap Provincial Party Committee, delivered a directive speech at the Congress.

In his directive speech, Senior Lieutenant General Nguyen Ngoc Lam, Deputy Minister of Public Security, acknowledged and commended the outstanding achievements of the Party Committee of Dong Thap Provincial Police during the past term. The Deputy Minister requested the Party Committee to pay attention to renewing and improving the quality of leadership, direction, and organization of emulation movements, linking them with other local campaigns to create motivation for officers and soldiers.

He emphasized the need for a comprehensive renewal of police work under the principle that “the police must take the lead,” focusing on prevention, with grassroots areas as the foundation and center in ensuring security and order. He urged a shift from traditional working methods to modern approaches, applying science, technology, and digital transformation.

Grassroots police forces must ensure close oversight of localities, proactively addressing potential complexities early and from afar, thereby excellently fulfilling the tasks of safeguarding security and order, effectively serving the province’s socio-economic development, and contributing to building a prosperous Dong Thap.

At the Congress, the Executive Committee of the Party Committee of Dong Thap Provincial Police for the 2025–2030 term, consisting of 23 members, was officially introduced.

In his address at the Congress, Comrade Le Quoc Phong, Secretary of the Dong Thap Provincial Party Committee, highly appreciated the spirit of solidarity, responsibility, and the efforts of the entire provincial police force in fulfilling their tasks, particularly in organizing and restructuring under the new model. He requested that, immediately after the Congress, the Party Committee of the Provincial Police urgently develop an action program, clearly define projects, plans, and key tasks to successfully implement the Congress Resolution with the spirit of “clear person, clear task, clear responsibility, clear product, clear specific result, clear timeline, clear roadmap.”

He emphasized the need to effectively operate the two-tier police model, strengthen security assurance across all critical areas such as internal security, economic security, cyber security, and grassroots security, ensuring no passive or unexpected situations that could affect the province’s stability and development. In particular, effective measures must be implemented to reduce social order-related crimes, launch intensive campaigns to crack down on various types of crime, and proactively prevent crimes stemming from social causes.

The targets set include striving for 20% of communes and wards to be drug-free by 2025, and by 2030, achieving at least 50% of commune-level administrative units free of drugs. Efforts must also focus on raising the crime investigation rate, rectifying the reception and handling of crime reports and denunciations to ensure compliance with legal regulations, thereby contributing to maintaining political security and social order in the province.

The First Congress of the Party Committee of Dong Thap Provincial Police for the 2025–2030 term was an important event, marking a turning point in the organizational structure of the entire force. Building on the achievements attained, and under the motto “Responsibility – Discipline – Breakthrough – Effectiveness”, the entire Dong Thap Provincial Police force upholds the spirit of responsibility, solidarity, and unity, harnessing capability and intellect to overcome all difficulties, successfully implement the Congress Resolution, and make significant contributions to safeguarding national security and maintaining social order in the province.
