The workshop was attended by delegates from law enforcement agencies of ASEAN countries, Timor-Leste and China; representatives and experts from the ASEAN Secretariat, INTERPOL, the United Nations Office on Drugs and Crime (UNODC), and the Vietnam Blockchain Association.

With the theme "Techniques for Tracing and Analyzing Cryptocurrency Transactions," the workshop focused on three main objectives: creating a forum for timely information exchange on the methods, tactics, and trends of online gambling rings; enhancing the knowledge and professional capacity of law enforcement agencies, especially in tracing and analyzing cryptocurrency transactions; and promoting connections, experience exchange, and strengthening sustainable cooperation among law enforcement agencies, experts, and stakeholders.

Speaking at the opening of the Workshop, Colonel Doan Anh Minh, Deputy Director of the Department of Foreign Affairs, emphasized that the "gambling - fraud" crime model is increasing in a number of countries, destabilizing regional security, and affirmed that this is a transnational challenge that no country can effectively solve without close coordination.

Colonel Doan Anh Minh emphasized that Vietnam always values ​​and proactively promotes international cooperation, especially within the framework of ASEAN and with China, to improve the effectiveness of preventing and combating these types of crimes.

Deputy Director of the Cyber ​​Security Protection Department, Ministry of Public Security of China, Zhang Shuo, emphasized that transnational online gambling crimes, especially when combined with cryptocurrencies, are rapidly increasing in scale and complexity, becoming a serious threat to security, social order and financial systems of countries in the region.

On that basis, the Chinese side calls on ASEAN countries to strengthen cooperation through three main directions: promoting information sharing and building mechanisms for handling evidence and freezing cross-border assets; improve the effectiveness of law enforcement coordination; and enhance experience exchange, training, and capacity building in areas such as cryptocurrency tracing and electronic evidence collection.
