On the Ninh Binh province side were Ms. Dinh Thi Lua, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Ninh Binh province; Mr. Nguyen Anh Chuc, Vice Chairman of the Provincial People's Committee; Colonel Cu Quoc Thang, Director of the Provincial Police; and leaders of departments, agencies, mass organizations, and People's Committees of communes and wards in the province.


Over the years, under the close and comprehensive attention, leadership, and guidance of the Ninh Binh Provincial Party Committee, People's Council, and People's Committee, the work of disseminating and implementing Government Decree No. 49 detailing the implementation of the Law on Execution of Criminal Sentences on community reintegration; Prime Minister's Decision No. 22 on credit for those who have completed their prison sentences; and Prime Minister's Decision No. 08 on credit for those who have completed drug rehabilitation in Ninh Binh province has achieved many positive results, contributing to supporting those who have completed their prison sentences to reintegrate into society, stabilize their lives, reduce recidivism, and contribute to ensuring good security and order in the locality.
The Ninh Binh Provincial Police Force has proactively played a core role in coordinating with the Vietnam Fatherland Front Committee of Ninh Binh province, the Department of Internal Affairs, the Provincial Branch of the Social Policy Bank, and local Party committees, authorities, and relevant departments and organizations to review and compile a list of people who have completed their prison sentences in the province; and to organize propaganda, guidance on loan access, vocational training support, and job placement. Thanks to preferential credit policies, many reformed individuals have had the opportunity to start businesses, stabilize their lives, develop the economy, reduce recidivism, and maintain security and order in the area.
As a result, from April 2020 to the present, the entire province has received nearly 8,100 people who have completed their prison sentences and returned to their localities. Currently, 5,170 people are being managed and assisted; 100% of those who have completed their prison sentences have been guided to register their residence, issued identity cards, and signed commitments not to re-offend or violate the law. Over 3,000 people received support and assistance from organizations, associations, and individuals; 5,700 people received support for vocational training, job placement, and production loans.
Notably, from January 2026 to the end of May 2026, the Provincial Branch of the Social Policy Bank provided loans to 36 individuals who had completed their prison sentences, totaling nearly 4 billion VND. It is expected that in June 2026, the Bank will provide loans to 50 customers with an estimated disbursement of 5 billion VND.
The Provincial Police also proactively coordinated with the Department of Internal Affairs and relevant units to organize 12 counseling and job placement sessions, resulting in 545 individuals finding stable jobs and income. These models supporting community reintegration have affirmed their important role, becoming a "bridge" between offenders and a new life. The entire province has built and replicated 130 practical and effective community reintegration models, along with 125 exemplary individuals and over 1,100 outstanding examples of reformed offenders...
Continuing these achievements, at the conference, four units including the Provincial Police, the Provincial Committee of the Vietnam Fatherland Front, the Department of Internal Affairs, and the Provincial Branch of the Social Policy Bank agreed to sign a cooperation program to assist people who have completed their prison sentences and returned to their localities, for the period 2026-2028; the Provincial Police and the Provincial Branch of the Social Policy Bank also signed a cooperation regulation to assist people who have completed their prison sentences and returned to their localities, for the period 2026-2028.
